Dear Sir,

I, Luc Theriault, am dissatisfied with the RCMP’s disposition of my complaints as stated in their letter dated August 29, 2006 file number is PC-2006-0441.

I request that the Commission for Public Complaints against the RCMP review the disposition of my complaint.

It is to note that January 4, 2006 several complaint were send to the Commission at Surrey office for registration, one of the complaints was against Sgt Daniel Quirion of RCMP Moncton Drug Section. Find attached copies of original complaint marked exhibits’ A1, A2, A3, A4 and A5.you will also note that the complaints were send via fax to Surrey office and stamp received the same day.You will find at exhibits A2 paragraphs 4, the allegation against Sgt Quirion.

February 21, 2006 several complaints were register file # PC-2006-0201.February 21, 2006 fax was send to Surrey office (Andree Leduc), to advise that some of the original complaints including Sgt Quirion complaints were still not register. Find attached copies of letter faxed and marked exhibits’ B1, and B2.

February 23, 2006 fax was send to Ottawa office to attention of Mr. Jon W. Holland advising of situation with Miss Leduc. Find attached copy of faxed letter marked exhibits B3,and B4.

March 17, 2006 at 15:46 pm. Fax was send to Ottawa office Attention of Mr. Paul Kennedy advising of conduct of Miss Leduc in Surrey office. Find attached copies of fax marked exhibits’ C1, and C2.

March 21, 2006 at 5:12 pm, I contacted Miss Leduc in Surrey office to express my concerns for the complaints that were still not register. The same day March 21, 2006 at 23:16 pm. Fax was send to Miss Leduc to Surrey office nothing the original complaints section involving Sgt Quiron. Find attached copies of faxed letter marked exhibits’ D1, D2, and D3.

March 22, 2006 at 12:06 am, letter dated March 21, 2006. Was fax to Ottawa office to the attention of Mr. Paul Kennedy, advising of situation with Miss Leduc. Find attached copy of letter marked exhibits E1, and E2.


March 23, 2006 at 12:01 pm, letter was send to Robin Roberts to Ottawa office advising of situations with Miss Leduc, and the fact that the week before I have add difficulty with other employee at Surrey office. Find attached copy of letter marked exhibit’s F1, and F2.

March 23, 2006 fax was send to Ottawa office to the attention of Mr. Paul Kennedy, again advising of situation at Surrey office and urging him to take immediate actions. Find attached copy of faxed letter marked exhibit’s G1, and G2.

March 29, 2006 I receive a letter from Miss Andree Leduc dated March 23, 2006. In the letter Miss Leduc try to cover her actions and employee’s action by accusing me the plaintiff and I quote. Many staff members have reported having terminated your call because of its (Unproductive and / or abusive nature). In the same letter she advises me to communicate with the commission writing in the future. Find attached copy of letter marked exhibit’s H1.

I wish to advice, that the commission for public complaints is public institution of Canada and as a Canadian tax payer I have the writhe to communicate with this institution by phone and to deposit complaints and ask question by phone if I wish to do so, and that the commission is a federal institution and have the obligation to serve me in the language of my choice with out discrimination.

April 4, 2006 I receive a letter from Miss Leduc dated March 28, 2006 registering complaint file # PC-2006-0441. you will note that the complaints was register after the answer of the original complaints file # PC-2006-0201 dated March 17, 2006 in wish Sgt Quirion was related. Find attached copy of letter marked exhibit’s H2.

You will also note that on the answer of complaints against Quirion file # PC-2006-0441 letter dated August 29, 2006 the RCMP admitted that Sgt Quirion was present in court on September 2003, when the falsely identified me and illegally arrested me with out cause. It is clear that it was a conspiracy for my arrest as Quirion now me since 1986 from Edmunston and lathe introduce me to Corporal Hal Farrah at Cristal Palace Hotel room Moncton. Find attached copy of letter marked exhibit’s I1, and I2.

I request that the Commission for Public Complaints against the RCMP review the disposition of my complaint.

RCMP James Macpherson, Find attached exhibits’ J1, J2, J3, J4, J5, F3 supporting my allegations, on exhibit J3 it is clear that he falsely identified me as been Rock Theriault, on exhibit J5 it is clear that he place me in a carotid hold. In a report from the commission dated August 25, 2005. CHAIR’S INTERIM REPORT it is clear that the use of carotid control and choke hold are prohibited and not authorized.

RCMP Al Farrah, Find attached exhibits’ E1, E2, E3, E4, and E5 are supporting my allegations, on exhibit E3 he falsely and deliberately identified me as been Rock Theriault, on exhibit E5 it is clear that he meet with me before and now that I was Luc Theriault and not Rock Theriault.

RCMP Glenn Turner, Find attached exhibit’ G1, G2, and G3 are supporting my allegations.

RCMP Gerry Gaudet, Find attached exhibit’ A1, A2, A3, A4 and A5 are supporting my allegations.

It is to note that January 14, 2006 several complaint were send to the Commission at Surrey office for registration, one of the complaints was against S/sgt Gerry Gaudet of Codiac Regional RCMP. Find attached copies of original complaint marked exhibits’ A1, A2, A3, and A4.

February 15, 2006 several complaints were register file # PC-2006-0201.February 21, 2006 fax was send to Surrey office (Andree Leduc), to advise that some of the original complaints including S/sgt Gaudet complaint were still not register. Find attached copies of letter faxed and marked exhibits’ B1, and B2.

March 4, 2006 Andree Leduc sent me a copy of a draft amendments file # PC-2006-0442 for S/sgt Gaudet complaint for wish I have never requested amendments, but only explanations on why the original was still not register. Find attached copies of draft marked exhibits’ C1, and C2.

March 24, 2006 Andree Leduc sent me a copy of register incomplete complaints against S/sgt Gaudet. File # PC-2006-0442. Find attached copy of letter marked exhibits’ F1, and F2.
April 1, 2006 fax was send to Surrey office (Andree Leduc) requesting again that the complaints been fully register. Find attached copies of fax marked exhibits’ D1, and D2.

April 6, 2006 letter from Andree Leduc from Surrey office, finally registering the full complaints against S/sgt Gaudet. Find attached copy of letter marked exhibits’ E1, E2, and E3.
March 17, 2006 letter from RCMP Staff Sergeant Major Bert Hudon, in charge of internal Services “J” Division answering complaints file # PC-2006-0201. You will note that the S/sgt Gerry Gaudet is the investigator that was in charge to investigate the complaint, and that I have already have requested the commission to register complaints
Against Sgt Gaudet way before, for related mather. Find attached copy of letter marked exhibits’ F1, F2, F3, and F4.

March 21, 2006 letter was send by fax to your office in Ottawa (Paul Kennedy), regarding Miss Andree Leduc conducts requesting for here to be remove from the handling of my complaints. Find attached copy of faxed letter marked exhibit’ G1.

March 23, 2006 letter was send by fax to your office in Ottawa (Paul Kennedy), advising you of situation in Surrey office regarding Miss Andree Leduc supervisor. Find attached copy of faxed letter marked exhibit’ H1.

March 23, 2006 letter was send by fax to Ottawa office (Robin Roberts), advising M. Roberts of situation regarding Miss Andree Leduc and other employee at Surrey office. Find attached copy faxed letter marked exhibits’ I1 and I2.
Can you explain now why my request were ignore, as it is obvious that Miss Leduc was waiting for S/sgt Gaudet to finish the investigation in my original complaint involving him self, before she register the complaints against him. The commission for public complaints against the RCMP is suppose to be independent.

I now request investigation in this Mather.
